NAMA is named among causes of PCC delays

Details have emerged of the reasons for delays in constructing primary care centres across the country.

Planning permission difficulties have been encountered at a number of primary care centre locations, the HSE has said. At Blanchardstown Grove, for example, a number of issues were raised by residents. The agent was advised by Fingal County Council to withdraw and resubmit planning. Property now in NAMA also caused a delay in resubmitting planning.

At Killarney, there was an objection to a GP development on the basis that they should have applied for change of use. The GPs have now applied for change of use and the HSE element of the project is on hold until this issue is resolved.

At Schull, rezoning was required. The issue was subsequently resolved and planning was granted, the Executive said. At Cobh, rezoning was also required and the matter was subsequently resolved.

Rezoning was also needed at Carrigaline, while at Dungarvan, planning permission was granted following rezoning. This was appealed to An Bord Pleanála, where planning was turned down on the basis that the proposal was inappropriate in the context of the industrial zoning of the area.

At Kilmallock, permission was also initially refused, but the project was successful on appeal. At Abbeyleix, the granting of planning permission has been appealed to An Bord Pleanála, while at Boot Road, Clondalkin, there have been a large number of planning objections from neighbours regarding traffic and the development’s scale.

At Shankill, Dublin, a planning submission was at first refused due to traffic and the scale of the development, but a second resubmission is due.
